co-ordinate all agricultural research programmes for funding by the public or private sources and from other donar agencies,

identify provincial agricultural research priorities and broad thrusts,
-
update, review and issue Provincial Research Master Plan (PRMP) prepared in consultation with the stakeholders of the concerned disciplines of ARS.

conduct monitoring of agricultural research projects funded through domestic as well as external sources by clearing defining progress indicators.

conduct evaluation of completed agricultural research projects to assess their impact on agricultural development.

propose uniformity and improvement in the rules and regulations approved by the provincial government affecting appointments, terms and conditions of services of professional agricultural research personnel to attract and retain highly qualified manpower and to create conducive environment for conducting agricultural research and solving the province’s problems;

enter into contracts or agreements with public or private organizations for the supply of technical services and assistance to the ARS of the Punjab;

strengthen the agricultural research activities, as required, to solve problems being faced by the agriculture to fulfill provincial goals consistent with national priorities; and
-
upgrade the capacity of provincial ARS, both technical and administrative through training in Pakistan and aboard.

PARB as an apex body for research would be responsible for coordination and to oversee all kinds of agricultural research including activities in basic, applied and adaptive research in the province.

All research allocations by the Government for the ARS in Punjab including research funds for the Corporate Research Bodies (CRBs) would be channelized through PARB.

The CRBs that are in the process of being set up would seek funds from PARB on competitive basis, like other research bodies, to generate public goods. However, to promote economic benefits of their stakeholders, they may obtain funds from other non-governmental sources as well.

Research collaboration with national organizations such as NARC and PARC and international research centers would be carried out through the PARB.

The PARB, as much as possible, would fund research programs rather than research projects. The program would need to include adaptive research and extension components for obtaining holistic impacts to maximize returns from investments.

As far as possible, each new program may develop appropriate collaboration with national and international organizations to facilitate the transfer of readily available technologies and research methodologies for the up-gradation of the research system in the Punjab.
