Planning and Programming Division

The functions and responsibilities of the Planning and Programming Division are described as follows:

  • Identify and prioritize the emerging and high priority issues in agricultural research through formal and informal consultative meetings and diagnostic surveys with stakeholders along the food and fibber chain in the agriculture sector.
  • Invite research proposals on identified and prioritized researchable issues under different Themes from the scientists of the ARS in Punjab through advertisement in press and website.
  • As Theme Leader, evaluate the proposals submitted to PARB under respective theme for funding, if it qualifies the CGS priorities for the purpose of short listing.   
  • Get the short listed project proposals evaluated/reviewed from TWGs, cleared from EC and approved from Board and arrange signing of contract/agreement for release of funds/instalments.
  • Prepare/update Punjab Research Master Plan (PRMP) for the agricultural research system of Punjab in general, and for PARB in particular in the annual, short, and medium terms.
  • Prepare PC-1s, project proposals, concept papers, etc. to seek funds from government and other donors.
  • Conduct annual P&P meetings of various research programmes and themes.
  • Conduct/arrange training for the scientists of Agricultural Research System in Punjab to plan and program research projects and prepare/write PC-1s, project proposals, concept papers, etc. to help them seek funds from PARB as well as other national and international donors.    
  • Devise strategies for seeking funds from governments and donors for PARB.
  • Suggest ways and means for improving the efficiency of the research system to deliver relevant solutions of the problems in the food and fibre system of Punjab.
  • Collect and update micro and macro level data related to the agricultural sector of Punjab that may help PARB and policy makers in Punjab in making decisions.
  • As Focal Person, get the software developed from the selected consultant for tracking of project approval status.
  • Help devising strategies to seek funds from governments and donors for PARB.
