Administration and Finance Division
The functions and responsibilities of the Administration and Finance Division are described as follows:
  • With the approval of CE, prepare, manage and implement the financial and administrative plans of PARB for development and non development projects/schemes and prepare necessary reports in this regard.
  • Disbursement of funds for PARB functioning and CGS projects under the direction of the competent authority.
  • Maintain documented and computerized financial, personnel and inventory records of PARB.
  • Arrange internal and external audits of financial, personnel and inventory records of PARB as well as PARB funded projects.
  • Develop and update evaluation criteria and prescribed forms for the professional and non-professional staff of PARB.
  • Arrange to provide training to the staff of agricultural research system in Punjab for the computerised financial record keeping of PARB funded projects.
  • With the approvals of CE, make contracts, draft/update rules and regulations, and prepare notifications for smooth functioning and harmonious environment in PARB.
  • Suggest to CE incentives and punishments to maintain smooth working environment in the PARB.
  • Conduct financial M&E of PARB funded projects.
  • Evaluate project proposals to ensure that budget has been prepared in accordance with the approved parameters of funding procedure and project preparation guidelines.
  • As focal person, get the financial software modules developed from the consultant to efficiently manage the PARB office and its funded projects.
  • Provide transport facilities to the staff as prescribed in their contracts, and maintain the transport infrastructure and motor pool of PARB.
  • Maintain and improve other assets, such as building, furniture, computers, telephones, fax, UPSs and other IT related infrastructure etc.  
  • Maintain and improve services and supplies for smooth and uninterrupted functioning of PARB.
  • Develop SOPs/regulations for efficient and economical operation/execution of day to day functioning of PARB. 
  • Assist in construction of PARB office building. 
  • As Theme Leader, evaluate the proposals submitted to PARB under respective theme for funding if it qualifies the CGS priorities for the purpose of short listing.   
  • Get the short listed project proposals under the respective Theme evaluated/reviewed from TWGs, cleared from EC and approved from Board for funding. Also arrange signing of contract/agreement for release of funds/instalments.
  • Assist CE to engage consultants for various/specified assignments. 
  • Help devising strategies to seek funds from governments and donors for PARB.
  • Suggest ways and means for improving the efficiency of the research system to deliver relevant solutions of the problems in the food and fiber system of Punjab.
