National Program for Improvement of WaterCourses - Supervisory Consultancy Punjab Component (2004 - 2010)
Budget: Rs. 550.70 million

 

Objectives

Supervisory consultants have been engaged, out of provincial ADP, for Third Party Validation of project works that, interalia, include construction supervision, quality assurance, technical assistance, and overall coordination of project implementation.

Scope of Work

The consultant’s scope of work would include but not limited to the following.

  • Review plans and designs for civil works to assure compliance with agreed criteria.
  • Verify rate assessment of construction materials to be procured by procurement committee for civil works.
  • Spot check quality of “pacca” and “kacha” works during construction of a minimum of 20 percent by their value and 100 percent after completion.
  • Facilitate timely completion of works and recommending onsite design modifications.
  • Certify quantities and quality of completed civil works.
  • Notify the provincial management of compliance /non-compliance of completed works with agreed criteria and standards.
Targets

To provide consultancy services for 30,000 watercourses/irrigation schemes to be improved under National Program for Improvement of Watercourses (NPIW) in Pakistan-the Punjab Component

Achievements

The Consultants have so for finally certified 19,355 watercourses/ irrigation schemes under NPIW.

Greater Thal Canal (GTC) Command Area Development Project Phase-1 (2009 - 2013)
Budget: Rs. 1194.712 million

 

Brief
Construction of Greater Thal Canal (GTC) is one of the priority projects under WAPDA’s “Water Vision-2025” program. It was approved by ECNEC on 28 February 2002 at a total cost of Rs. 30,467 million. The Greater Thal Canal project is a major breakthrough towards poverty alleviation of masses of backward areas of the Thal region.
 
Command areas of all distributaries/ minors of Greater Thal Canal completed under phase-I of the GTC project (GTC-04 and GTC-05) located in Khushab, Bhakkar and Layyah districts of the Punjab.
Objectives
  • Foster food security by developing culture able waste land for irrigated agriculture.
  • Effective utilization of limited irrigation water through appropriate infrastructural development.
  • Alleviate poverty in one of the least developed region of the province.
  • Capacity building of farmers in better management of water and non-water resources.
Targets/Activities
  • The main components envisaged for proposed scheme include, interalia, the followings.
  • Development of Chak-Bandi plans, for all the watercourses in the command of GTC-phase-I for initiating development activities.
  • Organization of 725 water users associations (WUAs) for mobilizing the farming community to actively participates in developments related to tertiary level irrigation network, farm layouts, rough/ precision/ LASER land leveling and adoption of new water management interventions.
  • Earthen construction of all 725 watercourses and installation of water control structures (nuccas, drops, culverts etc.) in their command areas as per engineering design.
  • Lining of critical sections of 725 water courses after ensuring stability of earthen channels/ routes for one to two (1-2) years for minimizing conveyance losses.
  • Provision of technical assistance to the farmers for farm layout planning and precision/ LASER land leveling of 36,000 acres for improving water application efficiency by providing 36 LASER unit on 50 percent subsidized rates.
  • Extension of technical support to farmers for cultivation cotton/ cash crops by providing seeds of cotton, wheat and chickpea for 3,600 acres each on 50 percent subsidy and impart training by utilizing the institutions of Farmers Field Schools.
  • Capacity building of various stakeholder that include training of about 90 freshly recruited technical staff in surveying and designing of watercourses and about750 farmers for adoption of improved OFWM interventions.
  • Promote farm forestry and develop linear plantation along watercourses to check sedimentation of watercourses by establishing two (2) nurseries for sale/ distribution of saplings to the farmers on subsidized rates.
  • Establishment of one (1) livestock production extension center and two (2) mobile veterinary dispensaries at Rangpur & Radhari for provision of treatment & A.I. services to animals of the area for strengthening of livestock & dairy development services.
Accomplishments
  • The recruitment of project staff has been completed and project activities are under implementation.
  • Selection of Project Consultants has been completed.
  • Earthen improvement of 171 watercourses has been started.
  • Released of funds to WUAs’ has been approved for 128 watercourses.
